NOTICE OF CHANGE IN POLLING PLACE
Harris County has changed the polling place for Precinct 0817 on Election Day, November 6, 2018. The former location is A. Robison Elementary School, 17100 Robison Road at Skinner Road, Cypress, Texas 77429, and the new location is Goodson Middle School, 17333 Huffmeister at Cypress Fields Row, Cypress, Texas 77429. This change affects voters in Cypress Mill Park and Sydney Harbour. It does not affect early voting.

INFORMATION CONCERNING THE CYPRESS HILL MUNICIPAL UTILITY DISTRICT NO. 1 BOND ELECTION
The Cypress Hill MUD No. 1 Board of Directors would like to provide you with the following information concerning the election scheduled for November 6, 2018:
What is Cypress Hill Municipal Utility District No. 1? Cypress Hill MUD No. 1 is a unit of local government, often referred to as a MUD. Its main responsibility is to provide water, wastewater, and drainage to all the land within its boundaries. It also provides trash, recycling, supplemental law enforcement, and parks and recreational facilities. It is managed by a five-member Board of Directors, whose members live or own property in the District.
What is a bond election? Before it can issue bonds payable from taxes, a MUD must hold an election and ask voters to authorize it to issue bonds. The Cypress Hill MUD No. 1 Board of Directors has called a bond election for November 6, 2018.
Why did the MUD Board call a bond election? Cypress Hill MUD No. 1 was created in 1979 and some of its infrastructure is almost 40 years old. The District has financed all of its water, sewer and drainage system through the issuance of bonds and has used up all its bond authorization. The Board believes that it would be beneficial to the District to have the ability to issue bonds in the future to finance major projects, such as replacement of aging infrastructure, rather than having to raise sufficient funds to pay for such projects on a “pay as you go” basis.
The Board also believes it would be beneficial to the District to have the ability to issue bonds to finance water and sewer system extensions to serve land annexed into the District. The Board’s policy is to annex land into the District only if the annexation would benefit the remainder of the District and the annexed land pays its share of taxes.
If the bond election passes, when would the bonds be issued? The Board expects the bonds authorized in the election to be issued in small amounts over a period of many years, and only when it determines that the issuance of bonds is the best way to finance a project.
Will my taxes go up if the bond election passes? The District’s Board intends to issue bonds only if it can structure its debt service in a way that does not raise the tax rate.
How can I vote? The District will be holding a joint election with Harris County. This means that when you go to vote in the regular election on November 6, 2018 or if you vote early in the election, the ballot you receive will allow you to vote for or against the issuance of the Cypress Hill MUD No. 1 bonds.
Where can I get more information? The District is trying to disseminate notice of the election as widely as possible. The best place to get up to date information on the election is on the District’s website at www.cypresshillmud1.com. If you sign up for email alerts on that site, you can get email blasts about the election. We will also disseminate notice of the election through the various homeowners associations and through notices on the water bills.
We have also scheduled two public informational sessions on the bond election. The first is at 7 p.m. on October 11, 2018 at the Sydney Harbour Clubhouse located at 18115 Harbour Bridge Point Drive, Cypress, Texas 77429. The second is at 7 p.m. on October 16, 2018 at the Cypress Mill Recreation Center located at 14710 Mills Park Lane, Cypress, Texas 77429. Please check the District’s website under “Meetings-Meeting Agendas” to confirm the arrangements.

La Junta Directiva del Distrito de Servicios Públicos Municipales Nro. 1 desea proporcionarle la siguiente información con respecto a la elección programada para el 6 de noviembre de 2018:

¿Aumentarán mis impuestos si se aprueba la elección de bonos? La Junta del Distrito tiene la intención de emitir bonos solo si puede estructurar su servicio de deuda de una manera que no se aumente la tasa tributaria.
¿Cómo puedo votar? El Distrito llevará a cabo una elección conjunta con el Condado de Harris. The location of the District Board meetings has been moved to the Sydney Harbour Clubhouse, 18115 Harbour Bridge Point Dr., Cypress, TX 77429. Regular board meetings will generally be held on the third Friday of the month at 10:00 a.m., and are open to the public. The Board welcomes and encourages District residents to attend.
